EFEKTIVITAS PERMENKOMINFO NO. 19 TAHUN 2014 TENTANG PENANGANAN SITUS INTERNET BERMUATAN NEGATIF TERHADAP PENYALAHGUNAAN APLIKASI VIRTUAL PRIVATE NETWORK ( Studi Kasus Dinas Komunikasi Informatika dan Statistik Kota Denpasar )

Abstrak
Perkembangan intelektual umat manusia telah membawa perubahan besar bagi peradaban manusia menjadi semakin maju. Seiring dengan kemajuan dunia teknologi informasi dan komunikasi di era digital 4.0 seperti sekarang ini, teknologi dapat secara efektif dan efisien memfasilitasi aktifitas manusia yang berdampak terhadap berbagai bidang. Indonesia sebagai negara dengan pengguna internet terbesar di dunia juga dinobatkan sebagai negara dengan pengunduh Virtual Private Network (VPN) terbesar di dunia. Penelitian merupakan penelitian hukum empiris yang mengkaji berlakunya hukum dan norma berasarkan femonena yang terjadi di masyarakat. Hasil penelitian ini menunjukan bahwa (67,90%) atau 38 orang dari 56 responden di Kota Denpasar pernah mengunduh (download) aplikasi VPN, (73,20%) responden atau 41 orang di Kota Denpasar pernah menggunakan aplikasi VPN, dan (58,90%) atau 33 orang di Kota Denpasar dapat membuka situs yang di blokir pemerintah menggunakan aplikasi VPN. Pengawasan terhadap pengguna VPN (Virtual Private Network) perlu dilakukan untuk mencegah terjadinya penyalahgunaan aplikasi VPN.

Abstract
The intellectual development of mankind has brought about great changes that have helped human civilization become more advanced. Along with the advancement of the world of information and communication technology in the digital era 4.0 as it is today, technology can effectively and efficiently facilitate human activities that have an impact on various fields. Indonesia, as the country with the largest internet users in the world, is also named as the country with the largest Virtual Private Network (VPN) downloader in the world. The research is empirical legal research that examines the enactment of laws and norms based on phenomena that occur in society. The results of this study indicate that (67.90%), or 38 out of 56 respondents in Denpasar City, have downloaded the VPN application, (73.20%) respondents, or 41 people in Denpasar City, have used the VPN application, and (58.90%), or 33 people in Denpasar City, can open government-blocked sites using the VPN application. Supervision of VPN (Virtual Private Network) users needs to be done to prevent misuse of the VPN application.
