PELAKSANAAN PENGAWASAN PARKIR LIAR PADA PERTOKOAN JALAN GAJAH MADA DI KOTA DENPASAR

ABSTRACT
This writing is entitled Implementation of Illegal Parking Supervision at Jalan Gajah Mada Shops in Denpasar City. The background of this writing is to find out the implementation of supervision from the Denpasar City Transportation Service against illegal parking in the Jalan Gajah Mada area of Denpasar City and to find out the constraints that cause parking violations to occur in Denpasar City. The research method used is an empirical legal research method. The results of the research formulated are that the Denpasar City Transportation Service has implemented preventive supervision that is appropriate in the theory of preventive supervision, but the results of repressive supervision internally at the Denpasar City Transportation Office have not given any better changes in application in the field. So that this will lead to repressive supervision that is not in accordance with the plans, objectives, policies that have been determined by the Denpasar City Transportation Service. The most important internal obstacle that causes parking violations to exist in Denpasar City is the budget problem. The Denpasar City Transportation Service shows that the most important external obstacle causing parking violations to occur in Denpasar City is the problem of public awareness.

ABSTRAK
Penulisan ini berjudul Pelaksanaan Pengawasan Parkir Liar Pada Pertokoan Jalan Gajah Mada Di Kota Denpasar. Adapun yang melatarbelakangi penulisan ini untuk mengetahui pelaksanaan pengawasan dari Dinas Perhubungan Kota Denpasar terhadap parkir liar di kawasan jalan gajah mada Kota Denpasar dan untuk mengetahui faktor kendala yang menyebabkan masih terdapatnya pelanggaran parkir di Kota Denpasar.Metode penelitian yang digunakan adalah metode penelitian hukum empiris.Berdasarkan hasil penelitian yang dirumuskan yaitu Dinas Perhubungan Kota Denpasar sudah menerapkan pembinaan pengawasan preventif yang sesuai dalam teori pengawasan preventif namun hasil pengawasan represif di internal Dinas Perhubungan Kota Denpasar tidak memberi perubahan lebih baik dalam penerapan di lapangan. Sehingga ini akan menimbulkan pengawasan represif tidak sesuai dengan rencana, tujuan, kebijakan yang telah ditentukan oleh Dinas Perhubungan Kota Denpasar. Kendala internal terpenting sehingga menyebabkan masih terdapatnya pelanggaran parkir di Kota Denpasar yakni permasalahan anggaran. Dinas Perhubungan Kota Denpasar menunjukan bahwa kendala eksternal terpenting sehingga menyebabkan masih terdapatnya pelanggaran parkir di Kota Denpasar yakni masalahan kesadaran dari masyarakat.
