PELAKSANAAN PERATURAN DAERAH KOTA DENPASAR NO 1 TAHUN 2015 TENTANG KETERTIBAN UMUM TERHADAP FUNGSI TROTOAR SEBAGAI JALUR KHUSUS PEJALAN KAKI DI WILAYAH DENPASAR TIMUR

ABSTRACT
The issuance of Regional Regulation Number 1 of 2015 concerning Public Order which regulates the function of sidewalks as special pedestrian routes in the East Denpasar city area is an effort by the Denpasar City government to create a sense of security, peace, order and comfort for Denpasar residents in their daily lives as a city with a cultural perspective. based on the philosophy of Tri Hita Karana. However, there is a gap between regulations and community culture because it is influenced by the lack of public awareness in complying with regional regulations in accordance with the provisions set by the Denpasar city government. The government is still trying to deal with the problem of the function of the sidewalk as a special path for pedestrians by way of preventive efforts, repressive efforts, and enforcement of sanctions in the form of sanctions.

Diterbitkanya Peraturan Daerah Nomor 1 Tahun 2015 Tentang Ketertiban Umum yang mengatur fungsi trotoar sebagai jalur khusus pejalan kaki di wilayah kota Denpasar Timur merupakan usaha pemerintah Kota Denpasar untuk menciptakan rasa aman , tentram , tertib dan kenyamanan warga Denpasar dalam kehidupan sehari hari sebagai kota berwawasan budaya yang berlandaskan falsafah Tri Hita Karana. Namun terdapat kesenjangan antara peraturan dengan budaya masyarakat karena dipengaruhi oleh kurangnya kesadaran masyarakat dalam mamatuhi peraturan daerah sesuai dengan ketentuan yang telah diatur oleh pemerintah kota Denpasar. Pemerintah masih berupaya menangani masalah fungsi trotoar sebagai jalur khusus pejalan kaki dengan cara usaha preventif, usaha refresif, dan Penegakan hukuman berupa sanksi.
