ANALISIS PROYEKSI BIAYA DAN WAKTU DENGAN METODE EARNED VALUE MANAGEMENT PADA PEMBANGUNAN RUMAH JABATAN WAKAPOLDA BALI

ABSTRAK
Dalam pelaksanaan pembangunan suatu proyek sangat jarang ditemui proyek yang berjalan tepat sesuai dengan yang direncanakan. Penelitian ini menggunakan studi kasus pada Proyek Pembangunan Rumah Jabatan Wakapolda Bali yang terletak di Jalan Srikaya, Dangin Puri Kangin, Denpasar. Dalam pelaksanaan proyek pada minggu ke-1 sampai dengan minggu ke-3 mengalami kemajuam dari jadwal yang telah direncanakan sedangkan minggu ke 4 sampai minggu ke 5 mengalami kemunduran dari jadwal yang telah direncanakan. Penelitian ini bertujuan untuk mengetahui proyeksi biaya dan waktu pada Proyek Pembangunan Rumah Jabatan Wakapolda Bali. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kuantitatif. Untuk mendapatkan hasil analisis proyeksi biaya dan waktu yang tepat penelitian ini menggunakan metode Earned Value Management. Hasil analisis yang dimulai dari minggu ke 1 sampai minggu ke 7 mendapatkan hasil analisis yang telah dilakukan yaitu hasil kinerja proyek dari segi biaya (CPI rata – rata) adalah sebesar 0.886 yang berarti anggaran pelaksanaan proyek lebih besar dari anggaran rencana. Hasil kinerja proyek dari segi waktu (SPI rata – rata) adalah sebesar 1.175 yang berarti kondisi proyek berjalaan lebih cepat dari jadwal yang telah direncanakan. Hasil proyeksi biaya total penyelesaian proyek (EAC) adalah sebesar Rp. 9,360,894,795 sedangkan nilai kontrak sebesar Rp. 7,513,249,000, artinya kontraktor tidak mendapat keuntungan atau kontraktor mengalami kerugian yang cukup besar. Hasil proyeksi waktu total penyelesaian proyek (EAS) adalah sebesar 58 hari dimana artinya waktu penyelesaian proyek selesai lebih cepat dari yang telah direncanakan yaitu pekerjaan selesai 60 hari.

ABSTRACT
In the implementation of the development of a project it is very rare to find a project that goes exactly as planned. This research uses a case study on the Bali Deputy Police Chief's Residential Development Project which is located on Jalan Srikaya, Dangin Puri Kangin, Denpasar. In the implementation of the project in the 1st to 3rd week there is progress from the planned schedule while the 4th to 5th week experienced a setback from the planned schedule. This study aims to determine the cost and time projections for the Bali Deputy Police Chief's Residential Development Project. The method used in this research is descriptive method with a quantitative approach. To get the results of the analysis of cost projections and the right time, this study uses the Earned Value Management method. The results of the analysis starting from week 1 to week 7 get the results of the analysis that has been carried out, namely the results of project performance in terms of cost (average CPI) of 0.886, which means that the project implementation budget is greater than the planned budget. The result of project performance in terms of time (average SPI) is 1.175, which means that the project is running faster than the planned schedule. The projected result of the total project completion cost (EAC) is Rp. 9,360,894,795 while the contract value is Rp. 7,513,249,000, meaning that the contractor did not receive a profit or the contractor suffered a sizable loss. The result of projected total project completion time (EAS) is 58 days which means that the project completion time is completed faster than planned, namely the work was completed in 60 days.
