TINJAUAN YURIDIS PERATURAN WALIKOTA DENPASAR NOMOR 32 TAHUN 2020 TERHADAP PEMBATASAN KEGIATAN MASYARAKAT DI DESA, KELURAHAN, DAN DESA ADAT DALAM PENANGANAN CORONA VIRUS DISEASE 2019 (COVID-19)

Abstract
The Covid-19 pandemic has become a problem for almost all countries in the world. The Government of Indonesia has established a Public Health Emergency related to Covid-19 and in this case the Denpasar City government has implemented Restrictions on Community Activities. Restricting Community Activities is a strategic step taken by the government to reduce the rate of transmission of the Corona Virus or Covid-19 pandemic. The research method used is a normative juridical research method with a statutory approach. The purpose of this study is to explain the regulation of restrictions on community activities in Villages, Sub-Districts and Traditional Villages in the Denpasar Mayor Regulation Number 32 of 2020 and to describe the regulation of restrictions on community activities in Villages, Sub-Districts and Traditional Villages in the perspective of legal objectives. As a result, the regulation of restrictions on community activities in Villages, Sub-Districts and Traditional Villages in Denpasar Mayor Regulation Number 32 of 2020 in order to handle Corona Virus Disease 2019 (Covid-19) did not achieve maximum results and the regulation of community activities in Villages, Sub-Districts and Traditional Villages in the Regulations Mayor of Denpasar Number 32 of 2020 is not in accordance with the perspective of legal objectives.

Abstrak
Pandemi wabah Covid-19 menjadi problem bagi hampir seluruh negara di dunia. Pemerintah Indonesia menetapkan kondisi Kedaruratan Kesehatan Masyarakat terkait Covid-19 dan dalam hal ini pemerintah Kota Denpasar menerapkan Pembatasan Kegiatan Masyarakat. Pembatasan Kegiatan Masyarakat merupakan langkah strategis yang diambil oleh pemerintah guna menekan laju penularan pandemi Corona Virus atau Covid-19. Metode penelitian yang digunakan adalah jenis metode penelitian yuridis normative dengan pendekatan peraturan perundang-undangan (statute approach). Tujuan penelitian ini adalah untuk menjelaskan pengaturan pembatasan kegiatan masyarakat di Desa, Kelurahan dan Desa Adat dalam Peraturan Walikota Denpasar Nomor 32 Tahun 2020 dan untuk mendeskripsikan pengaturan pembatasan kegiatan masyarakat di Desa, Kelurahan dan Desa Adat dalam perspektif tujuan hukum. Hasilnya pengaturan pembatasan kegiatan masyarakat di Desa, Kelurahan dan Desa Adat dalam Peraturan Wali Kota Denpasar Nomor 32 Tahun 2020 guna penanganan Corona Virus Disease 2019 (Covid-19) tidak mencapai hasil yang maksimal dan pengaturan kegiatan masyarakat di Desa, Kelurahan dan Desa Adat dalam Peraturan Wali Kota Denpasar Nomor 32 Tahun 2020 tidak sesuai dengan perspektif tujuan hukum.
