KAJIAN YURIDIS MENGENAI BATASAN PERSENTASE MAKSIMAL NICOTINE CAIR PADA LIQUID VAPE MENURUT PERATURAN PEMERINTAH REPUBLIK INDONESIA NOMOR 19 TAHUN 2003 TENTANG PENGAMANAN ROKOK BAGI KESEHATAN

ABSTRAK
Globalisasi merupakan suatu hal yang tidak dapat dipisahkan dari perkembangan zaman pada saat ini, Globalisasi adalah proses penyebaran unsur-unsur baru khususnya yang menyangkut informasi secara mendunia melalui media cetak maupun elektronik. Dewasa ini semakin berkembangnya teknologi begitu pula perkembangan dunia nikotin di Indonesia, Rokok elektrik atau yang lebih dikenal dengan sebutan vape, Rokok elektrik adalah sebuah inovasi dari bentuk rokok konvensional menjadi rokok modern. Rokok elektrik atau vape itu sendiri muncul pada tahun 2012 di Indonesia. Berbicara tentang rokok elektrik atau vape tentu tidak bisa lepas dengan cairannya, yaitu berupa liquid. Liquid rokok elektrik atau vape ini terbuat dari campuran PG ( Propylene Glycol ), VG ( Vegetable Glycerine), yang kemudian ditambahkan perasa makanan atau buah, dan nicotine cair. Rokok elektrik atau vape tidak memiliki Batasan pada kadar nicotine yang beredar di pasaran, tentu hal ini tidak baik bagi kesehatan para pengguna rokok elektrik atau vape. Berkaca dari Peraturan Pemerintah Republik Indonesia Nomor 19 Tahun 2003 Tentang Pengamanan Rokok Bagi Kesehatan terdapat kekosongan norma pada pengaturan Batasan perensentase maksimal nicotine cair pada liquid vape.

Globalization is something that can not be separated from the development of the times at this time, Globalization is the process of spreading new elements, especially those concerning information worldwide through print and electronic media. Today the development of technology as well as the development of the world of nicotine in Indonesia, e-cigarettes or better known as vapes, ecigarettes are an innovation from conventional cigarettes to modern cigarettes. The e-cigarette or vape itself appeared in 2012 in Indonesia. Talking about ecigarettes or vapes, of course, you cannot escape the liquid, which is in the form of liquid. This liquid e-cigarette or vape is made from a mixture of PG (Propylene Glycol), VG (Vegetable Glycerine), which is then added with food or fruit flavors, and liquid nicotine. E-cigarettes or vaping have no limits on nicotine levels on the market, of course this is not good for the health of e-cigarette or vape users. Reflecting on the Government Regulation of the Republic of Indonesia Number 19 of 2003 concerning the Safety of Cigarettes for Health, there is a norm gap in setting the limit on the maximum percentage of liquid nicotine in liquid vapes.
