EFEKTIVITAS SISTEM PENGAMANAN WARGA BINAAN PEMASYARAKATAN DI LAPAS KELAS II B KARANGASEM

Abstrak
Dalam perkembangan sistem pemasyarakatan saat ini yang memiliki tujuan yang sangat mulia. Tujuan tersebut menimbulkan beberapa konfil atau masalh yang ditinggalkan dari sistem kepenjaraan, salah satunya sistem pengamanan bagi warga binaan pemasyarakatan. Kasusu seperti pelarian oleh warga binaan yang terjadi di Lembaga Pemasyarakatan Kelas II A Kerobokan merupakan contoh bagaimana sistem pengamanan baik petugas pemasyarakatan, maupun bagi warga binaan pemasyarakatan belum baik. Sehingga penulis berkeinginan untuk mengadakan penelitia tentang bagaimana penerpan sistem pengamanan serta hambatan apa saja yang ada dalam penerapan sistem pengamanan. Dalam hasil penelitian, Lapas Kelas II B Karangasem dalam penerpaan sistem keamanan bagi warga binaan pemasyarakatan didasari oleh UndangUndang Nomor 12 Tahun 1995 Tentang Pemasyarakatan serta Peraturan Penjagaan Lembaga Pemasyarakatan (PPLP) yang sudah diterapkakan oleh masing-masing lapas dan rutan di Indonesia. Dalam proses peneltian tersebut terdapat beberapan temuan yang tidak sesuai dengan PROTAP (Prosedur Tetap) dan PPLP yaitu petugas pengamanan tidak dipersenjatai dalam bertugas. Untuk hambatan yang menyebabkan sistem pemasyarakatan tidak berjalan dengan baik adalah kurangnya personil pengamanan.

Abstract
In the development of the current penitentiary system which has a very noble goal. This goal raises several conflicts or problems that have been left out of the prison system, one of which is the security system for the inmates of the penitentiary. Cases such as the escape by inmates that occurred in the Class II A Penitentiary in Kerobokan are examples of how the security system for both correctional officers and inmates is not good. So the author wishes to conduct research on how to apply the security system and what obstacles exist in the application of the security system. In the results of the study, the Class II B Karangasem Prison in the application of the security system for the inmates of the correctional facility is based on Law Number 12 of 1995 concerning Corrections and the Regulations for the Protection of Correctional Institutions (PPLP) which have been applied by each prison and detention center in Indonesia. In the research process, there were several findings that were not in accordance with PROTAP (Permanent Procedures) and PPLP, namely that security officers were not armed on duty. The obstacle that causes the correctional system to not work properly is the lack of security personnel.
