PERANAN DINAS PERHUBUNGAN PROVINSI BALI DALAM MENERTIBKAN ANGKUTAN SEWA KHUSUS YANG TIDAK MEMILIKI IZIN BEROPERASI DI PROVINSI BALI

Abstract
With the issuance of special rental transportation regulations, the reality in the field is that there are still those who do not have special transportation permits, but these vehicles are still operating on the road. This is very troubling because unlicensed vehicles are illegal vehicles. For this reason, the Bali Provincial Government through the Bali Provincial Transportation Service in collaboration with the local Indonesian National Police is trying to control unlicensed vehicles that continue to operate on the road. There are 2 problems, namely: how is the role of the Bali Provincial Transportation Service in controlling special rental transportation that does not have an operating permit in the Bali Province and what factors affect the Bali Provincial Transportation Service in controlling special rental transportation that does not have an operating permit in the Bali Province. The method used is an empirical legal research method with a sociological approach. The results obtained are that the role of the transportation service in special rental transportation is currently not optimal enough and the causative factors are internal factors and external factors.

Abstrak
Dengan dikeluarkannya peraturan angkutan sewa khusus, kenyataan di lapangan masih ada yang belum memiliki izin angkutan khusus, namun kendaraan tersebut masih beroperasi di jalan. Hal ini sangat meresahkan karena kendaraan yang tidak memiliki izin adalah kendaraan ilegal. Untuk itu, Pemprov Bali melalui Dinas Perhubungan Provinsi Bali bekerja sama dengan Kepolisian Republik Indonesia setempat berupaya menertibkan kendaraan yang tidak memiliki izin yang tetap beroperasi di jalan. Permasalahannya ada 2 yaitu : bagaimana peranan Dinas Perhubungan Provinsi Bali dalam menertibkan angkutan sewa khusus yang tidak memiliki izin beroperasi di Provinsi Bali dan faktor-faktor apakah yang mempengaruhi Dinas Perhubungan Provinsi Bali dalam menertibkan angkutan sewa khusus yang tidak memiliki izin beroperasi di Provinsi Bali. Metode yang digunakan adalah metode penelitian hukum empiris dengan jenis pendekatan sosiologis hasil yang diperoleh adalah peranan Dinas Perhubungan dalam angkutan sewa khusus saat ini belum cukup optimal dan factor-faktor penyebab ada factor Internal dan factor eksternal.
