EFEKTIVITAS KEWENANGAN POLRI DALAM MEMELIHARA KEAMANAN DAN KETERTIBAN MASYARAKAT DI MASA PANDEMI COVID-19 DI WILAYAH HUKUM POLDA BALI

Abstract
The National Police of the Republic of Indonesia is a state instrument that plays a role in maintaining security and public order, enforcing the law / as well as providing protection, protection and services to the community. The duties and authorities of the National Police are generally regulated in accordance with the provisions of Article 13, Article 14, Article 15, Article 16 and Article 17 of Law No. 2 of 2002 concerning the Indonesian National Police. This provision is an elaboration of Article 30 paragraph (4) of the 1945 Constitution of the Republic of Indonesia, Article 6 paragraph (1) of MPR Decree No. VII / IV / MPR / 2000 concerning the Role of the TNI and Polri which states that the Indonesian National Police as an instrument of the state that maintains security and public order has the task of protecting, nurturing, serving the community and enforcing the law. The duties and authorities of the National Police during the Covid-19 period are still guided by the duties and authorities of the National Police in general, coupled with several legal signs in the form of laws, Presidential Instructions of the Republic of Indonesia, Presidential Regulations and several policies of the National Police Chief to all staff in a telegram in the context of reinforce and support the policies of the Indonesian government in dealing with the Covid-19 pandemic that has hit the world, including Indonesia.

Abstrak
Kepolisian Negara Republik Indonesia merupakan alat negara yang berperan dalam memelihara keamanan dan ketertiban masyarakat, menegakan hukum/-serta memberikan perlindungan, pengayoman dan pelayanan kepada masyarakat. Tugas dan wewenang Polri secara umum diatur sesuai dengan ketentuan dalam Pasal 13, Pasal 14, Pasal 15, Pasal 16 dan Pasal 17 UU RI No.2 Tahun 2002 tentang Polri. Ketentuan ini merupakan penjabaran dari Pasal 30 ayat (4) UUD NRI Tahun 1945, Pasal 6 ayat (1) Tap MPR RI No. VII/IV/MPR/2000 tentang Peran TNI Dan Polri yang menyatakan Kepolisian Negara Republik Indonesia sebagai alat negara yang menjaga keamanan dan ketertiban masyarakat bertugas melindungi, mengayomi, melayani masyarakat serta menegakkan hukum. Tugas dan wewenang Polri di masa Covid-19 tetap berpedoman dengan tugas dan wewenang Polri secara umum, ditambah dengan beberapa rambu-rambu hukum baik berupa Undang-Undang, Instruksi Presiden RI, Peraturan presiden dan beberapa kebijakan Kapolri kepada seluruh jajarannya dalam surat telegram dalam rangka mempertegas dan mendukung kebijakan pemerintah Indonesia dalam menangani Pandemi Covid-19 yang melanda dunia termasuk Indonesia.
