IMPLEMENTASI PERATURAN GUBERNUR BALI NOMOR 500 TAHUN 1999 TENTANG PENETAPAN JALUR-JALUR LINTASAN ANGKUTAN PETI KEMAS DI PROVINSI DAERAH TINGKAT I BALI TERHADAP PETI KEMAS DI PROVINSI BALI

ABSTRAK
Transportasi telah menjadi salah satu kebutuhan bagi masyarakat di era sekarang dalam menunjang mobilitas dan pemenuhan kebutuhan hidup. Bali merupakan salah satu provinsi di Indonesia yang ikut andil menyumbangkan devisa negara, salah satunya, merupakan daerah pariwisata terbaik di dunia. Bali menyandang destinasi wisata terbaik, sudah barang tentu harus didukung oleh akomodasi pariwisata yang salah satunya ketersediaan logistik untuk para wisatawan. Disamping penyediaan logistik untuk para wisatawan, Sistem pengangkutan logistik yang menggunakan peti kemas, sudah barang tentu akan menimbulkan permasalahan transportasi pada jalan-jalan di Bali mengingat dimensi jalan, geometrik dan kontur jalan di Bali dengan kondisi jalan yang relatif sempit, berkelok-kelok dengan tanjakan dan turunanan yang cukup curam. Atas dasar inilah penting kiranya untuk melakukan penelitian dengan mengambil judul “Implementasi Peraturan Gubernur Bali Nomor 500 Tahun 1999 Tentang Penetapan Jalur-Jalur Lintasan Angkutan Peti Kemas di Provinsi Daerah Tingkat I Bali Terhadap Peti Kemas di Provinsi Bali”. Sesuai latar belakang dan uraian diatas, maka permasalahan yang akan dibahas dalam penulisan skripsi ini adalah bagaimana Implementasi Peraturan Gubernur Bali Nomor 500 Tahun 1999 tentang Penetapan Jalur-Jalur Lintasan Angkutan Peti Kemas di Provinsi Daerah Tingkat I Bali dan apa kendala-kendala dalam Implementasi Peraturan Gubernur Bali Nomor 500 Tahun 1999 tentang Penetapan Jalur-Jalur Lintasan Angkutan Peti Kemas di Provinsi Daerah Tingkat I Bali di Provinsi Bali. Jenis penelitian yang digunakan adalah penelitian hukum empiris. Dari analisa tersebut diatas dapat ditarik kesimpulan implementasi Peraturan Gubernur Bali Nomor 500 Tahun 1999 tentang Penetapan Jalur-Jalur Lintasan Angkutan Peti Kemas di Provinsi Daerah Tingkat I Bali saat ini sudah tidak optimal, dan Kendala yang dihadapi dalam implementasi Peraturan Gubernur Nomor 500 Tahun 1999 tentang Penetapan Jalur-Jalur Lintasan Angkutan Peti Kemas di Provinsi Daerah Tingkat I Bali yaitu faktor hukum itu sendiri, faktor penegak hukum, faktor masyarakat, serta faktor sarana dan prasarana.

Bali is one of the provinces in Indonesia that contributes to the country's foreign exchange, one of which is that it is the best tourism area in the world. Bali has the best tourist destination, of course it must be supported by tourism accommodation, one of which is the availability of logistics for tourists. In addition to providing logistics for tourists, a logistics transportation system that uses containers, of course, will cause transportation problems on roads in Bali considering the dimensions of the roads, geometrics and road contours in Bali with relatively narrow road conditions, winding with inclines. and a fairly steep descent. On this basis, it is important to conduct research with the title "Implementation of Bali Governor Regulation Number 500 of 1999 concerning Stipulation of Container Transport Routes in Bali Province Level I Against Containers in Bali Province". In accordance with the background and description above, the problems that will be discussed in writing this thesis are how to implement the Bali Governor Regulation Number 500 of 1999 concerning the Establishment of Container Transport Routes in the Province of Bali and what are the obstacles in implementing the Governor's Regulation. Bali Number 500 of 1999 concerning Stipulation of Container Transport Routes in the Province of Bali Province in the Province of Bali. The type of research used is empirical legal research. From the analysis above, it can be concluded that the implementation of the Bali Governor Regulation Number 500 of 1999 concerning the Establishment of Container Transport Routes in the Province of Bali is currently not optimal, and the obstacles faced in the implementation of the Governor's Regulation Number 500 of 1999 concerning the Establishment Container Transport Routes in the Province of Bali, namely the legal factor itself, law enforcement factors, community factors, and facilities and infrastructure factors.
