efektivitas adalah kemampuan melaksanakan tugas, fungsi operasi kegiatan program atau misi daripada suatu organisasi atau sejenisnya yang tidak adanya tekanan atau ketegangan diantara pelaksanaannya, Efektivitas Undang-Undang Nomor 22 Tahun 2009 Pasal 25 ayat 1 Tentang Lalu lintas Dan Angkutan Jalan Terkait Pemasangan Polisi Tidur Oleh Masyarakat Umum Di Kota Denpasar, berdasarkan analisa yang didapatkan penulis dari penelitian dilapangan bahwa Undang-Undang Nomor 22 Tahun 2009 pasal 25 ayat 1 huruf e tentang alat pengendali dan pengamanan pengguna jalan belum bisa dikatakan efektif karena dari fakta yang terjadi dilapangan, ketaatan masyarakat kota Denpasar terhadap hukum yang berlaku mengenai pemasangan polisi tidur masih kurang dikarenakan kurangnya pemahaman masyarakat terhadap hukum itu sendiri, didalam Undang-Undang Nomor 22 Tahun 2009 pasal 25 ayat 1 hanya dijelaskan mengenai tanggul jalan tidak dijelaskan secara spesifik atau tegas mengenai polisi tidur, jadi tidak heran banyak polisi tidur yang tidak sesuai dengan aturan ditemukan dijalan-jalan kota Denpasar, Sanksi yang diberikan hanya berupa pembongkaran secara paksa terhadap Rubber Speed Bump yang tidak sesuai dengan aturan oleh Dinas Perhubungan dan sanksi teguran.
